I've heard a bit of discussion about the ambiguity of these stats lately. And, to be honest, I did not understand the difference myself until recently.
Chance to miss:
There is always at least a 1% chance to miss with spells. This is a separate function from resist, even though the game shows the same resist message. Difference in level increases (or decreases) chance to miss.
Spell hit:
Decreases the chance that you will miss with spells (shows as resist) due to level difference. This is really only an issue in PvE, where you might face mobs above level 70.
Spell penetration:
Decreases the chance that your spells will be resisted due to the target's resistances. This is really only an issue in PvP (as PvE tends to be normal, vulnerable, or immune), where buffs and gear might raise players' resistances. This stat will not lower the target's resistances below 0.
Base chance to hit: 96%
Maximum chance to hit: 99%
Base chance to hit raid bosses: 83%
Spell hit per 1%: 12.6
Spell hit for 99% hit rate in raids: 202
