Resist gear can be a valuable tool for getting past certain encounters, and for tanking can be invaluable, however, it isn't always the answer.

When deciding whether resistance gear is the right answer for an encounter, the basic questions are:
Do I need the resistance to survive spike damage?
Can the encounter be overpowered within reason?
Can I sacrifice the DPS?

It's better for DPS classes to stay in their optimal DPS gear if their DPS will help overpower the encounter OR if their DPS is required for the encounter. An example of a fight like this is Curator in Karazhan. He does mostly arcane damage, but resist gear is a trap. The DPS required to get past Curator means that if you gear for arcane resistance, you'll lack the damage to kill the flares.

Resist gear becomes required when it's needed to overcome a damage spike, and nearly required when the damage incoming to the entire group overwhelms healers.

For DPS classes, there are only a handful of encounters in the game where you'll find these conditions, and they almost always involve shadow or fire damage - rarely arcane. Most of the time the right answer is to gear to overpower the encounter - getting past an encounter faster reduces the overall strain on the healer and, if it can be done, the brute force approach is more reliable.

For tanking classes, the answers are a little more murky. You can benefit from resist gear anytime that the elemental damage outweighs or completely replaces physical damage and there are no physical damage spikes to worry about. Shadow resist, fire resist, and to a lesser extent arcane resist are the bread and butter of resist sets. - most bosses that do elemental damage do one of these types. Frost and arcane resists will likely play a greater part in the expansion.

In PvP resistances can allow you to shrug off damage from casters. The most damaging attacks are fire and shadow, so these resists are nice to stack from enchants and gems as well as inherent bonuses, and in some PvP situations can outweigh resilience and armor. Arcane and frost attacks are present in PvP but are rarely as damaging unless you are caught in the wrong place at the wrong time.
